Ballot Referenda: The State legislature places a proposed bill on the ballot.
Ballot Initiatives: Citizens draft a proposed bill which then requires a minimum number of voter signatures before being placed on the ballot.
The voter can then decide whether the proposal becomes law on Election Day.
